The Interstate Highway system was a finite national mission with a clear goal: connect the country through a high-speed highway network. That mission has now been accomplished, but the institutions and funding structures built to deliver it never fully transitioned into the proper long-term role: maintenance. Instead, we continue to expand this network, building ever more lanes and additions—despite the fact that we have no plan to pay to maintain what we already have.
